The 2nd Joint India-China Capacity Building Programme for Afghan Diplomats

The 2nd Joint India-China Capacity Building Programme for Afghan Diplomats is being held at the Foreign Service Institute (FSI) of the Ministry of External Affairs of India from November 11 to 23 November 2019. 10 young diplomats from Afghanistan are participating in the Course.

The inauguration of the training programme was held at the Foreign Service Institute (FSI), New Delhi on 11 November. Ambassador J.S. Mukul, Dean (FSI) welcomed the participants. He mentioned that 179 Afghan diplomats have undergone training at FSI, which is the largest number of diplomats from any country. H.E. Mr. Sun Weidong, Ambassador of China to India, Mr. Tahir Qadiry, Cd’A, Afghan Embassy, New Delhi, Dr. Xu Jian, President, China Foreign Affairs University and Dr. Deepak Mittal, Joint Secretary (PAI), MEA were also present at the inauguration and briefly addressed the participants. Dean (FSI) hosted a welcome reception for the participating diplomats and Chinese delegation on 10 November.

The intensive two-week course would include training modules on various topics covering India’s foreign policy, key international issues, multilateral diplomacy and diplomatic skills. The participants would get an exposure to modern India’s economic and technological developments. They would also undertake study tours to experience the rich cultural heritage of India.

By way of background, the 1st  Joint India-China Capacity Building Programme for Afghan diplomats was held at FSI from 15 to 26 October 2018 as part of an understanding reached between Hon’ble Shri Narendra Modi, Prime Minister of India and H.E. Mr. Xi Jinping, President of China at the Wuhan Informal Summit. 10 Afghan diplomats participated in the training programme in 2018.
